長年お世話になっている星槎グループの交流プログラムの一環として本１７日、ブータン王立ティンプー大学（RTC）の学生が国会に来訪した。その際、私より学生の皆さんに英語で挨拶させていただいた。
　私は、本年築７６年を迎える国会議事堂が、建材・原材料からしてほとんど日本製・日本産であること踏まえ、当時の日本人がまさに精魂こめて造り上げた建物であることを紹介した。また、昨年日本を訪問されたワンチュク国王陛下の衆議院議場での演説の一節を引用し、国王陛下の日本に対する温かいお気持ちに感謝を申し上げるとともに、いかに日本とブータンが深い絆で結ばれているかを学生に説明した次第である。
　今回のような草の根での友好関係が進むことを期待しつつ、私も外交官出身の国会議員のはしくれとして、今後とも世界の様々な国の方々と交流し、日本の素晴らしい伝統と文化、そして国柄を知っていただけるよう努力する所存である。そのためにも、さびついた英語の研鑽を今後とも怠らないようにしなければ。

　I would like to welcome all of you from RTC in Bhutan to the Japanese Diet.　
　I am Minoru Kiuchi, member of the House of Representatives.
　I hope you will enjoy the tour of the Diet building.　The Diet building was built in 1936. For the 76 years since then, it has been the centre of Japanese politics.　It should be specially noted that the exterior and interior of the building were almost entirely made in Japan and the materials were almost all from Japan. It took as long as 30 years from design to completion. The Japanese people at that time clearly put their hearts into the building.　Inside that building, I, as one Diet member, make laws and budgets, ratify treaties and choose the Prime Minister.
　The relations between Japan and Bhutan are exceptionally good.　In November last year, His Majesty King Jigme Khesar Namgyel Wangchuck and Her Majesty Queen Jetsun Pema Wangchuck made a state visit to Japan and the King addressed the Diet of Japan in the chamber of the House of Representatives.　I had the privilege of attending.　I was particularly moved by certain words of the King.　He said, “Our two Peoples are united by our commitment to family, integrity and honour; to placing the aspirations of the community and country before one’s self – to raising the common good above the self.”　In addition, His Majesty’s wishes for Japan’s recovery from last year’s disaster and his confidence that Japan has the strength to do so were a great encouragement for us.　I am one of the few Diet members who have served in the Ministry of Foreign Affairs and I have visited many countries and spoken with people from all over the world, but I doubt anyone else loves and understands Japan like the people of Bhutan.　I am sure that the friendship between Japan and Bhutan will endure.
　I have a long association with the Seisa Group and I owe its president Yasuo Miyazawa and other members a great deal.
I am delighted that the Seisa Group made it possible for me to meet you.　Further, I think the Seisa Group’s activities with the people of Bhutan are extremely meaningful and valuable.　As a Japanese Diet member and former diplomat, I would like to express my gratitude for their encouragement of the friendship between our countries.　I understand that you will stay in Japan for a while longer.　I hope that the rest of your stay will also be enjoyable and meaningful.
　Finally, I hope that today’s tour of the Diet and this meeting will be valuable for your future.

　ブータンRoyal Thimpu Collegeのみなさん、国会へようこそ。
　私は衆議院議員の城内　実です。
　国会議事堂の参観が楽しいものになることを期待します。国会議事堂は1936年に建てられました。以来、76年間、日本の政治の中枢としてずっと使われています。国会議事堂で特筆すべきは、建物の外装や内装のほとんどが日本製であり、また材料もほとんどが日本産であることです。国会議事堂の設計・建築から竣工に至るまでには実に30年の月日を要しました。まさに、当時の日本人が精魂込めて作った建物なのです。その中で、私は国会議員の一人として、予算や法律を作ったり、条約を承認したり、あるいは内閣総理大臣を選ぶという仕事をしています。
　日本とブータンの関係は非常に良好です。昨年11月には、ジグミ・ケサル・ナムギャル・ワンチュク国王陛下とジツェン・ペマ・ワンチュク王妃陛下が訪日され、国王陛下が衆議院議場で演説をされました。私も参列させていただきましたが、私は国王陛下の「家族、誠実さ、そして名誉を守り、個人よりも地域社会や国家の望みを優先し、また自己よりも公益を高く位置づける強い気持ちによって、両国民は結ばれています」という言葉に大変感銘を受けました。また、昨年の大震災からの復興を願ってくださり、日本にはその力があるという国王陛下のお言葉には、大きな力をいただきました。私は、数少ない外務省出身の国会議員のひとりですが、これまで多くの国々を訪れ、また世界中の国の方々とお話をしてきましたが、ブータンのみなさんほど日本を心から愛し、また理解してくださる方々はなかなかいないでしょう。今後も日本とブータンの友好が続くことを確信します。
　私は星槎グループとは長いお付き合いで、宮澤保夫会長はじめ星槎グループのみなさんには大変お世話になっております。今回、星槎グループのお取り計らいでみなさんとこうしてお会いできることを大変喜ばしく思いますし、また、星槎グループがブータンのみなさまとこのように有意義な交流をされていることに敬意を表します。また、日本の国会議員として、また元外交官としても、日本とブータンの友好がこのような形で促進されていることに感謝申し上げます。
　みなさまはもうしばらく日本に滞在されると伺っております。是非、残りの滞在も有意義で楽しいものになりますように。そして、本日の国会見学とこの懇談がみなさまの将来にとって、有益なものになりますことを祈ります。
